This is an IPv6 site on a network that with no access to the public  
Internet via IPv6.

m...@anodizer bash$ host python.org.
python.org has address 82.94.164.162
python.org has IPv6 address 2001:888:2000:d::a2
python.org mail is handled by 50 mail.python.org.

http://82.94.164.162/ is OK.
http://[2001:888:2000:d::a2]/ is not.

Something may have changed in the resolver between Leopard and Snow Leopard
that makes http://python.org/ work on the former but fail on the latter.

http://he.net/, http://stacken.kth.se/, and http://www.ipv6forum.com/ are  
other
sites that have both IPv4 and IPv6 addresses.  http://www.ipv6.org/ does  
too, but I'm
able to access it form Snow Leopard.  www.ipv6.org is a CNAME, which the  
resolver
may be treating differently.

http://ipv6.google.com/ is a site with an IPv6 address only.  I can't  
access it from
either Leopard or Snow Leopard, but the error message is different.   
Leopard, "DNS
error - cannot find server".  Snow Leopard, "Page not found - connection  
failure".
This is a further indication that name resolution has changed on Snow  
Leopard.

This may be bug 12711, or it may be related to that bug.
