I've fixed the issue, its not with Chrome at all but the Windows Advanced  
Firewall. If
your rule in the firewall refers to Chrome using the %userprofiles% switch  
then you
will have HTTPS issues. You need a direct link like
C:\Users\{USER}\AppData\Local\Google\Chrome\Application\chrome.exe
