What steps will reproduce the problem?
1. Visit a page with richly vocalized Hebrew, e.g.
http://he.wikipedia.org/wiki/
חריזה#.D7.97.D7.A8.D7.95.D7.96_.D7.96.D7.9B.D7.A8.D7.99_.D7.95.D7.A0.D7.A7.
D7.91.D7.99
2. Observe boxes between Hebrew letters.

What is the expected result?

Hebrew characters can take more than one composing mark. For example:

U+05e9 HEBREW LETTER SHIN
U+05b6 HEBREW POINT SEGOL
U+05c1 HEBREW POINT SHIN DOT

Should compose to a single character:

שֶׁ

What happens instead?

On Chrome, the first two code points compose to show a SHIN + SEGOL, but
the SHIN DOT is displayed separately.

Please provide any additional information below. Attach a screenshot
and backtrace if possible.

I believe this is related to rendering only, and NOT to Unicode
normalization (UAX 15), as the example I gave is in canonical form.
