The pdf from Explorer seems to show a typical "dynamic menu". The pdf from Chrome shows the menu items all over the page. My guess is that the CMS (it's a "Customer Management System") was built to give one CSS file to Explorer users, and another CSS file to Netscape users. Perhaps Chrome doesn't get any CSS file at all. If so, then it could be useful to allow Chrome to sniff out what would be given to a IE user agent in terms of CSS and javascript files, and use them as a last chance option.
