What steps will reproduce the problem?
1. Install a download assistant
( For example, http://www.internetdownloadmanager.com/idman518.exe )
2. Launch a download
( For example, http://dl_dir.qq.com/qqfile/tm/TM2009Beta1.3_chs.exe )
What is the expected result?
The download is taken charge of by the download tool.
What happens instead?
The download still goes well, but an empty file named <filename>.download
is left by chrome.

possible.
