I can reproduce this isuue.
OS
XP sp3
XP x64 sp2
Windows2008R2 eval.
Chromium
build 25873 or later
I think Issue 21677, 21706, 21707, 21710 have same root cause.
If I set --disk-cache-size at lower value (1 - about 1200) or suitably
large value
on my PC, it seems that download and YouYube work good.
