The problem is what's the definition of a "correct" URL?  They may simply  
present a
text field asking the user to type something in.  It would be a shame for  
their UI to
behave differently from our bookmark manager UI.  If the expected pattern  
in all cases
would just be for them to blindly call the URL fixup function anyway, why  
not do it by
default?
