Ok, I looked into this a big more. There are about 40 or so prefs that are
registered
in a file that doesn't use the pref (ie., the pref is used elsewhere).
Maybe the
intention is scoping prefs to the file that uses them is not valuable.
Maybe instead
I should just get rid of the static Register*Prefs methods and just cram
all the pref
registration into browser_prefs.cc.
Thoughts?
