I found the problem in my case - the file "C:\Documents and Settings\Steve \Local Settings\Application Data\Google\Chrome\User Data\Local State" had lost *all* of its permissions. Chrome couldn't even READ it. I put myself back in the permissions, and other permissions appeared (Group Administrators) so I presume that the permissions had become slightly corrupted.
