I think the answer is "to match internet explorer". You can test this by
going to
http://www.quirksmode.org/js/keys.html and setting it to suppress key
events. Alt+F
will still bring up the file menu even though other key combinations like
ctrl+tab are
suppressed. It is worth noting that firefox does not match this behavior,
even on
Windows. I think there is little to no point in matching internet explorer
behavior on
linux chromium, so we should probably ifdef around the latter half of that
conditional
statement.
