Note that comment 32 and onwards morph this bug from the old "downloads can
be flaky"
bug into a regression bug due to r25873. This is sad because once that
regression is
fixed it's not clear what to do with the bug.
That said, this regression is awful. The fact that it breaks not just
downloads but
any resource served to Chromium breaks all streaming video sites. We
should either fix
or revert pronto (ideally at the same time we fix the --enable-sync crash
so that we
can ship a build that fixes both issues).
