Makes Chrome on Chrome OS not restore the last session if the last
session crashed.
BUG=22835
TEST=On Chrome OS bring up Chrome, wait a few seconds, go to a
terminal and kill Chrome, when Chrome comes up again you should see
the crashed info bar.
