On normal Mac apps, sheets open from the bottom of a window's titlebar.
Right now for Chrome we have no window titlebar so there is a some
ambiguity. The sheets currently open
from ~15 pixels below the top of the window which is simply wrong. If
wrong, where is the best place?
If a normal Cocoa window has an NSToolbar, sheets open from the bottom of
the toolbar, not the bottom of
the titlebar. Seems like a reasonable start. Applying that to Chrome, our
sheets should open from the
bottom of the bookmark bar (or tab strip controller if the bmb is closed).

Avi is correct (in email) this may create ambiguity with tab-modal sheets.
In that context, what is a different
location option for window-modal sheets like this one? (Editing the
bookmark bar should not be tab modal).
I don't see any other answers than erg's CL.
