What steps will reproduce the problem?
1.Start a download.
2.Cancel it and clear it from download history.
3.Restart Chrome.
4.Open Download History(Ctrl-J) and the cancelled download reappears.
What is the expected result?
Download history should be cleared permanently
What happens instead?
Sometimes cancelled download reappear

possible.
