On WinXP, this will happen if "Ask where to save each file before downloading" checkbox is selected in Wrench menu > Options > Under the Hood > Downloads. Not depends on the download destination folder setting. In addition, theme file cannot be installed too. (IOW, crx files cannot be installed) Probably caused by r26788.
