Don't think so: this issues concerns the fact that a user does not know in  
what
origin an "about:blank" page is, so we may want to include that information  
in the
address bar.

Issue 3765 concerns not being able to set encoding for a page displayed in
"about:blank", probably because that refreshes the page and deletes any  
content
written to it by its opener. Adding information to the address bar would  
not solve
the problem of having to refresh when setting encoding and thereby losing  
all content
in the page.

Let me know if I'm wrong.
