tabs does not open a new tab with the selection

What is the expected result?
A tab should open in between the tabs were the text selection or link is
dragged and dropped on to.
What happens instead?
Little windows continually appear and close and a new tab never opens.
Please provide any additional information below. Attach a screenshot if
possible.
