If you've changed Startup page settings, you can remove it by the following
steps.
1.Change settings to defaults in Wrench menu > Options > Basic, temporarily.
On startup: Open the home page
Home page: Use the New Tab page
2.Quit and re-launch Chrome. Repeat this 6 times.
3.Restore your Startup/Homepage settingse.
This is called "theme promo", introduced in Revision 26894.
The promo should go away after 5 runs of chrome.
But it doesn't go away after 5 runs if startup page setting has been
changed.
That would be a bug.
