This is a DCHECK which I recently turned into a CHECK, so I can catch the
allocation callstack of the bad guys
in the minidump.
During shutdown LeakTracker::CheckForLeaks() asserts if any objects were
leaked.
I have currently found two leaks using this technique, callstacks given
here:

Maybe I should remove this CHECK since it is causing noise, until the leaks
found have been fixed.
