There is a path in this case, it's "/". Twitter redirects /#foo to /foo, when you load it. I assume they're generating the reference fragments to do some in-place updates, and "fix" it later if you actually load that URL. I don't think this is a googleurl bug. The question is where did the /#footer come from in the first place? Do you see that every time?
