New issue 23311 by ryanlantzy: New instances of Chrome window do not stay  
within the viewable desktop area in Windows 7.

   Add OK or FAIL after other browsers where you have tested this issue:

What steps will reproduce the problem?
1. Open an instance of Google Chrome Browser
2. Repeat this action with Ctrl+N several times
3. Observe that new windows are displayed behind the task bar and
eventually off the bottom of the screen.

What is the expected result?
Windows should be repositioned within the viewable desktop area, not behind
the task bar.

What happens instead?
New windows are displayed behind the task bar and eventually off the
screen.

Please provide any additional information below. Attach a screenshot if
possible.
