New issue 23357 by [email protected]: Chrome should  provide info and ask  
for user response when running app moved.

latform:
   Hostname: testings-macbook-pro-15.local
   Mac OS X Version 10.6.1 (Build 10B504)
   Processor: 2 Intel 2.33 GHz
   RAM: 2048 MB

Chromium:

   QuickTime Player: <unknown>
   Flash Player: 10.0.32

What steps will reproduce the problem?
1. Launch Chrome from its source /Applications
2. Move app to desktop
3. From dock or menu try to open a new window or perform any operation on  
chrome.

Actual:
Chrome goes Inactive .
Quit the chrome. --> Chrome crashes.

What is the expected output?
Chrome should provide Info that it cant open due to non-availibilty of  
resources.
It shouldn't crash and provide browser quit alert.

How does safari handle in this context?
It doesnt goes Inactive and never crashes.
Safari provides a Info dialog --> "Safari can't open" . ( attached for more  
info )
It should provide an browser quit alert. (attached).
