Work around a crash in putil.c in ICU (searchForTZFile).
The ICU bug is http://bugs.icu-project.org/trac/ticket/7177
With this fix, the timezone is likely to be incorrect on machines that used
to crash. We have to figure out a better way to detect the timezone.
BUG=23361
TEST=No more crash report with searchForTZFile at the top of a stack.
