New issue 23522 by le.transportevr: Every start of Chrome creates
folder "Downloads" under ..\Documents and Settings\My Documents

What steps will reproduce the problem?
1. Start Chrome (folder "Downloads" is created within ..\Documents and
Settings\My Documents)
2. Close Chrome and delete folder "Downloads"
3. Open Chrome again - "Downloads" appears again
What is the expected result?
Folder "Downloads" should not appear again
What happens instead?
Folder "Downloads" appears again and again
Please provide any additional information below. Attach a screenshot if
possible.
I have set a different Download Folder in the preferences and til 4.0.201.1
"Downloads" under ..\Documents and Settings\My Documents has not been
created anymore if I did so. All further version got this problem.
