New issue 23539 by werner.noska: German 'Umlaut' keystrokes (Ä, Ö, Ü) don't
work as shortcuts in select listboxes
http://code.google.com/p/chromium/issues/detail?id=23539

Chrome Version : 4.0.213.1 (Offizieller Build 27053)
URLs (if applicable) : http://www.joinvision.com/jv/x/n/t-TFLJobSearch
Other browsers tested:
Add OK or FAIL after other browsers where you have tested this issue:
      Safari 4: ?
   Firefox 3.x: OK
          IE 7: ?
          IE 8: OK

What steps will reproduce the problem?
1. On the above sample URL, set the focus to the "Land" (=country) select
listbox
2. press the 'Ö' button on a German keyboard to select "ÖsterreichGerman
for " (=Austria) from thelist. (To simulate the Ö keystroke on a US English
keyboard, install and activate German keyboard layout, and press the ";"
key)
3. "Österreich" (German for Austria) is not selected from the list. Other
(non umlaut) keys can be used as shortcuts, e.g. key "D" for "Deutschland".

What is the expected result?
"Österreich" should be selected in the listbox.

What happens instead?
The selection remains on the currently selected item.

Please provide any additional information below. Attach a screenshot if
possible.
