My conclusion is that idn-security.html should be "WONTFIX SKIP" and we don't need to implement decodeHostName() and encodeHostName(). This test is very specific to Mac port of WebKit (not Mac port of Chromium), and is for neither WebCore nor JavaScriptCore.
