dialogs block move between tab's using tab selection accelerators CMD+1 ,  
CMD +2 ..etc

Exist on build with fix for issue 19427.

Platform:
   Hostname: Macintosh-0023dfded9ed.local
   Mac OS X Version 10.5.8 (Build 9L31a)
   Processor: 4 Intel 2.66 GHz
   RAM: 2048 MB

Chrome:
   Chrome version: 4.0.221.0  <<<Release/Debug>>>
   QuickTime Player: 7.6.4
   QuickTime PlayerX: <unknown>
   Flash Player: 10.0.32

What steps will reproduce the problem?

1. In the first tab open any one of the below pages :

https://ipay.adp.com/iPay/index.jsf > click on login
Or
http://skypher.com/SkyLined/Repro/Chrome/carpet%20bombing/repro.html
Or
http://www.pagetutor.com/keeper/mystash/secretstuff.html

2. Open 4 or 5 tabs with different sites abc,bbc,nbc,cnbc......

3.Try moving between tabs using tab selection accelerator from keyboard.
CMD +1 , CMD +2 .......

What is the expected output?
Like windows and Linux should be able to move between tabs when dialog is  
open.

What do you see instead?
Not able to move between tabs when https auth, http auth, download dialogs
are open.

Note :

This issue exists on the build with fix for Issue 19427: Mac: http auth and
download blocker dialogs disable tab closure

It works on Windows chrome / Ubuntu.
