Comment #86 on issue 89 by [email protected]: Error 2 (net::ERR_FAILED):
Unknown error.

For anyone who has a Symantec Norton product installed, further research
has found
this to be a common factor amongst people with this error.

I looked further and my own Norton 2009 service wasn't running. Symantec
has a
support page about this problem simply called "unable to open this norton
product"
which has recently been updated.
http://www.symantec.com/norton/support/kb/web_view.jsp?
wv_type=public_web&docurl=20080801182027EN&environment=

I believe Symantec has broken their own software before with automatic
updates and
not told users. So the vagueness of the support item and the spontaneous
problems
around Norton 2009 lead me to believe that an update has broken Norton
2009, and a
symptom of that problem is this Chrome error.

That said, I went into Administrative Tools -> Computer Management ->
Services and
started the Norton service manuall, which started the software, and has
allowed
Chrome to work again. So that could be a workaround for you.

Why does only Chrome break when Norton 2009 breaks? That is a question for
someone
else to answer...
