What steps will reproduce the problem?
1. Open 50+ new empty tabs by new tab button
2. Or push down shortcut ctrl+t
3.
What is the expected result?
Button of new tab, on tab panel must stop moving right. And new tab must
not block new tab button
What happens instead?
It jump below minimize window button or new tab, or block new tab button
