Hey guys, this was causing me no end of grief for quite some time and I finally realized Chrome was the culprit. While using my other apps, none of them exhibited the same behaviour with the taskbar. After reading this thread, I got to thinking about the taskbar being "hidden" behind the chrome window. I found this useful app TaskBar Activate (http://pmdevigne.free.fr/TaskbarActivate.html). The setting to use to resolve this is on the Activation tab called Go over "always on top" windows. Once I enabled that the problem was gone. It seems to be working fine for now. Give it a try.
