What steps will reproduce the problem?
1. Attempt to remove or rearrange Chrome's default toolbar buttons.
2. Attempt to move individual Browser Action buttons to the left of the
Address Bar.
What is the expected result?
A "Customize Toolbar" mode, similar to other browsers, in which toolbar
buttons (including individual Browser Actions) can be added, removed, and
rearranged.
What happens instead?
Only the Home button can be enabled/disabled. Browser Actions are
restricted to a zone on the right of the Address Bar. This makes certain
customizations impossible (e.g., replacing Reload with a custom Stop/Reload
button).
Please provide any additional information below. Attach a screenshot if
possible.
Ben originally proposed such a system in Issue 1656, but its title has
become obsolete with the introduction of Browser Actions in Issue 22099.
