What steps will reproduce the problem?
1. Make sure "Always Show Bookmarks Bar" is checked.
2. Open a new Chrome window.
3. Resize it vertically (make it taller or shorter).
What is the expected result?
The bookmarks bar should stay in the same position.
What happens instead?
The bookmarks bar moves up or down. It looks like it's anchored to the
bottom of the window

This bug doesn't seem to be related with bug 24484: the bookmarks bar is
drawn correctly, only its position is incorrect.
