With r28811 in place, browser_tests is now limping.  I think that was  
probably the
hard part.  Instead of sitting around in a busy loop and not running any  
tests, it
actually starts running tests.  They don't all pass yet, and you've got to  
click away a
few dialogs because we can't currently dismiss modal dialogs from code, and  
maybe
you'll have to kill a couple of processes too, but I was able to get  
browser_tests to
complete and show "13 tests run, 5 tests failed".

This is set for M5 now and I don't think any of the remaining work requires  
me.  I can
get to it when we're working on M5, but if someone else gets to it first,  
that should
be just as good.
