I can reproduce this on my machine every single time using the steps you  
outlined in
your http://code.google.com/p/chromium/issues/detail?id=19615#c11 post.  
Also, I can
produce it some of the time using your steps in
http://code.google.com/p/chromium/issues/detail?id=19615#c13

Also, my workaround to get my Chrome window back without having to close it  
and
reopen a new one involves performing a "Switch User" (i.e. win+L) action  
and then
logging back in as the same user. I then magically have access to the  
Chrome window
again.

My machine OS is Windows Vista Business x64 SP2.
