I cannot offer anything but a resounded "yes" to that, Evan. If a user want to Chrome to obey their system theme, they can just set it to use the GTK+ theme in Options. And if he wants to use the classic Chrome theme, *every* last bit of it (save the min/max/close buttons) should match how it looks on Windows. If that was implemented, it'd make me happy, for sure -- a consistent UI is far better than an inconsistent one that tries to obey the all-omnipotent "system theme" just for the sake of it. So, the GTK+ theme would consistently conform to the system theme, and the Classic theme would exactly like the Windows version.
