New issue 25159 by janusofzeal: Scrolling up and down a webpage (Via mouse)
causes the scroll to "bleed though" to windows under the active chrome
window.

OS version : OS 10.6.1
Behavior in Safari 3.x/4.x (if applicable): Scroll only effects active
window.
Behavior in Firefox 3.x (if applicable): Scroll only effects active window.
Behavior in Chrome for Windows: Scroll only effects active window.
What steps will reproduce the problem?
1. Open webpage longer then the display is high, while another scrollable
application is open directly under the chrome window.
2. Scroll via two-finger trackpad scroll or via mouse wheel.
3. ???
4. profit
What is the expected result?
That only the active window should be effected by scrolling.
What happens instead?
The window under the active chrome window is also scrolled.
Screenshot is the two applications I noticed the issue with.
