Same behavior on Chrome 3.0.195.27, Win XP, Vista and 7 RC. Quite a nuisance, since an unmaximized new window will open using Windows's default "cascaded" positioning, offset slightly down and to the right of the previous window's position, and (potentially) cutting off the bottom of the new window by hiding it behind the taskbar.
