This is still the case in various language version WinXP, but not for all  
Chinese
IMEs, tested Chinese and Japanese IME in omnibox tab google search mode in
Simplified Chinese (zh-CN), Traditional Chinese and English WinXP.

Chrome version: 4.0.222.12 (Official Build 29069)

the same IME tests worked identical across all various language platform

IME test result:
Works fine on Japanese IME.

Traditional Chinese IME (zh-TW):
ChangJie  : OK
Phonetic : OK
New Phonetic : Failed
New ChangJie : Failed

Simplified Chinese:
Microsoft Pinyin IME3.0 : Failed ( only IME editor box show up, can not  
type any
character in there, the IME box is not editable)

Microsoft Pinyin IME 2007 : OK
ShuangPin : OK
QuanPin: OK
NeiMa: OK
ZhengMa : OK
