New issue 25733 by chipbowl300: REGRESSION: CPU jumps up to 80% when  
viewing any website with video such as youtube or hulu

What steps will reproduce the problem?
1.go to any website that streams videos like youtube or hulu and play a
video
2. then look at your task manager and you will see that chrome is using
about 50% or more of cpu usage.
3.

What is the expected result?
It should not be using this much cpu usage.

What happens instead?
It is using almost all of the cpu for one process.

Please provide any additional information below. Attach a screenshot if
possible.

I have discovered that this is from the shockwave plugin for chrome. I also
looked in the current bugs and there are various other cpu bugs but for
other reasons.
