Upon second glance, that may be it. The wording is really strange, so at first, I wasn't sure. Basically, all I was saying is there are some malicious sites that prevent from tabs being closed. It seems to consistently be the same program though, so it seems to be ONE problem in various places... If that is what the reporter is saying in the thing you linked, then yes, I suppose this is the same issue.
