For the records: We went with the sendEvent-based approach after all,
because with the
pKE-approach the key view loop processing swallowed ctrl-tab (see issue
24921).
This bug is fixed with http://src.chromium.org/viewvc/chrome?
view=rev&revision=30032 . One of the bugs this is blocked on (issue 25254)
has a CL
out and is nearly fixed, and the other blocking issue isn't really related
to this bug, so
I'm marking this as fixed.
