Just from my playing around with this, I'm also convinced that it's a  
socket reuse problem.

One random observation:  I've definitely gotten the backwards throbber on  
my desktop, often within a couple
minutes of starting up the browser, with no change in network conditions.   
While your explanation makes sense,
I think there's also a way to trigger this without a network switch.

Is your instrumentation code on codereview?  I'm happy to patch it in on my  
desktop tomorrow and see what
comes out.
