New issue 26071 by [email protected]: Disable "Open All Bookmarks" on  
empty bookmark bar

What steps will reproduce the problem?
1. Make sure chrome has empty bookmark bar
2. Open contextual menu on the bar.

Actual: "Open All Bookmarks" option shows enabled on empty bookmark bar

Expected or How Windows and Linux behave for the same?
"Open All Bookmarks" shows disabled. Contextual menu should be smart enough  
when bar is
empty.
