Implementation details.
Experimental API should be added to the JSON definition file with namespace
experimental.XXX
Experimental API need to request the permission for the "experimental"
module from their manifest.
The "experimental" module is only accessible if the command line flag
--enable-experimental-extension-apis
has been specified (to chrome or browser_tests, etc).
