I still think we should put the disabled extensions at the bottom. It makes  
it clear
which extensions are currently affecting your system, and it makes it easy  
to access
their preferences. The disabled ones are less important and can live at the  
bottom.

Re:Finnur's comment, we would not reorder disabled extensions right away,  
only the
next time you load the page.
