Once again, Adobe provides good references about how to interpret the  
baselines. There
is definitely a difference between Roman text and ideographic text about  
their
baselines (which are not necessarily aligned, the ideographic baseline  
being most often
lower than the roman baseline, so that the underlining position for  
ideographs needs to
be adjusted), and the relative position of their respective  
ascenders/descenders.
OpenType fonts contain the relevant metrics.
