The HTML page is badly designed anyway: the partly transparent overlay at  
the top
(that is superposed oever the scrolling area) is covering the scrollbar, so  
you
cannot click on the scrollbar or the scrollbar's "up arrow" button as  
there's a
transparent element on top of it. The designer of this page should reduce  
the width
of this overlay to leave at least some usable area to reach the scrollbar

But anyway, I can't see any prendering problem when the image at the top  
(that
appears through the transparent parts of the top overlay) is scrolled (you  
can scroll
it by using the bottom part of the scrollbar and dragging it, or by  
dragging the
scrollable text with the mouse, or by clicking there (to put the focus) and  
moving it
with keyboard vertical arrows or PageUp/PageDown.

For me there's no bug in the current version of Chrome (I'm using 3.0.195  
on Vista).
