I neglected to mention my requests are going through an HTTP proxy: Privoxy 3.0.12 running on the local machine. Problem also occurs with Privoxy 3.0.15. However the problem does not seem to occur when there is no proxy configured (not sure, since it's an intermittent bug). In other words, this bug could be a Privoxy bug, not a Chrome bug. Or an unfortunate interaction between the two. I've been running Chrome with Privoxy for months without any trouble. I believe this problem started occurring around a week ago, maybe when Beta was updated to 4.0? I tried further debugging this by capturing the traffic between Google Chrome and Privoxy, to see if Google's requests had the missing headers. But Privoxy is running on 127.0.0.1 so the traffic is invisible to my packet capture tool (Wireshark).
