Right, isn't this usually done by signing a waiver/consent before such  
computers can even
be used?  Or by clear notices/information posted where such monitored  
computers are?

What does this have to do with a specific Chrome modification?  As well, I  
mentioned this
applies to all browsers.  Have you submitted the same request for Opera,  
Safari, Firefox,
and IE?

Moreover, if you are talking about monitoring in general, this applies to  
all software,
and not just web browsers.  Any software that accesses any Internet  
resource can be
monitored.  Do you intend to submit such "feature disable" or "proxy in  
use" modification
requests for all software?

Again, isn't proxy or monitoring in use just some information that is  
posted where such
monitored computers are in use?  After all, all this depends on the  
physical location and
installation of the *computer machines* in use, not the software they are  
running.
