This is not specific to Gmail, it happens with pretty much any web page. It seems to have to do with selecting text, but I couldn't come up with a way of reliably reproducing it. Sometimes selecting some text in a tab, going away, then coming back to that tab causes it but not always. The CPU stays at 0% and the tab feels like it's responsive except it doesn't get any mouse or keyboard events. The back and forward arrows work correctly but the tab contents remain unresponsive to mouse events even after navigating back and forward or entering a new URL in the location bar and navigating to it. The only way to get around it is to copy the URL, open a new tab, paste it and open it there, then close the original tab.
